Those superior UTHSCSA business practices

You would think that when one organization takes over another that has been financially “bleeding” profusely it would clearly lay out financial expectations (you know, things they call budgets) for the various departments to ensure accountability and identify the problem areas. You would think. But six months after being taken over by the University of Texas Health Science Center at San Antonio, the CTRC departments are operating without budgets. So who’s fault will it be if they are still in the red this coming fall?
