AUSTIN, Texas (AP) — Texas has used only 2 percent of more than $500 million in federal aid for homeowners and communities hit by Hurricane Rita more than two years ago, a state audit found.
State Auditor John Keel found that more than 4,000 families applied for aid after the 2005 storm, but the Texas Department of Housing and Community Affairs had built only 13 homes and spent $1.1 million as of mid-September.

Gov. Rick Perry’s office said the state has been careful to protect against abuses of federal aid.

He and his wife, Anita, have moved to the neighborhood for at least a year. The state is paying $9,900 a month for the next 12 months to use the property and has an option to renew on a month-to-month basis after that.
Before the state leased the house, it was listed for sale at $1.85 million.
The choice of the luxurious home has raised questions about whether the state is spending too much.
