He was lying.

At the time I was working for a state organization responsible for providing emergency and indigent care. The person in charge was an unquestionable Republican who couldn’t believe that Texas wasn’t taking advantage of the funding to pay for indigent care for children.
George Bush was never for providing children’s health insurance.
At first, Bush was unyielding. But he was running for president, watching polls. In the end, he capitulated, agreeing to the Democrats’ plan, with its enrollment of 500,000 children in the program. I was standing in the House chamber when Bush walked over to the Democratic legislator who had led the fight.
“Congratulations,” Bush said to him. “You shoved it down our throat.”

Why won’t the Democrat controlled congress use it’s version of the presidential veto? If Bush vetoes the bill then congress can choose not to fund it. It’s just as “either or” as the president’s stance. No majority required. Given the pathetic ratings of congress, what have they got to loose? Of course, if they had a backbone strong enough to actually stand up to the president, they could have done it while they were in the minority and we know how many times they did that. So don’t hold your breath.
