Toll Road Theory

I think I know why TX DOT is so hot for toll roads. Given the legislature’s inability to see that funds are actually spent for the programs that they were collected for, I could see where the employees at TX DOT would rather count on toll roads rather than the legislature for funding.
They can’t very well run an ad campaign to contact your local legislator and lobby him or her to allocate TX DOT enough funds for TX DOT to do it’s job, now can they? They can do an “information” awareness campaign in support of toll roads though. From the TX DOT bureaucrat’s point of view, toll roads solve a lot problems, especially having to deal with the legislature.
It’s just a theory.
