The question comes up from time to time about the Bexar Metropolitan Water District:
Why does such a relatively small agency engender so many negative headlines?
Part of the answer is obvious. State prosecutors are in the midst of an ongoing criminal investigation into the campaign funding of two recent candidates for the BexarMet board.
The rest of the story, however, is hard to explain to those who haven’t tried to obtain public information from an agency with a dubious record on transparency.
But, thanks to some internal BexarMet documents recently obtained by the Express-News, I can detail the tortuous path of one open records request.
