Even casual watchers of the Bexar Metropolitan Water District were aware of how fast a bond developed between General Manager Gil Olivares and his handpicked contract mouthpiece, T.J. Connolly.
Whether it was business or public relations, both men in recent months relished a take-no-prisoners approach to defending the water agency from foes that were often of their own making.
I don’t have a lot of time today but I ran across this and it is worth a read. Funny stuff going on at BexarMet.
