Four years isn’t long enough for the city to get the full benefit of high-quality council members.

The result of the term limit rule is a chaotic, constant churn on the City Council. Second-term members are the veterans while the new crop of rookies learns how to navigate the complicated world of municipal government.

For a time, City Hall lobbyists seemed to have control. And city staff always holds stronger cards than elected officials who are passing through so quickly.

An effort to loosen the nation’s strictest term limit rule most likely is on the 2008 horizon.

Most business leaders and community activists who watch City Hall closely say council members need an opportunity to serve longer.

So how many businesses do you think would be successful if they had to change their senior management every four years? Isn’t that what people are always talking about, making government run like a business?
