Leo Berman again!

Here is a question. Did he just realize that public education and health care were required by the Federal Government? I don’t believe that in any way shape or form since Plyler v. Doe was a case from Tyler, Texas in 1982. I understand Mr Berman wasn’t elected as Tyler’s representative until 1998 but I would find it terribly hard to believe that he didn’t know about it.
El Paso Times - Legislators’ bill to target people in Texas illegally:

Under Berman’s proposal, these citizens would be excluded from public education, health care, disability assistance, unemployment payments, welfare and food stamps. The bill would even make them ineligible for state employment when they become adults.

He added that he plans to remove the prohibitions on public education and health care in his proposal because the federal government requires the state to provide those services.

But anything more, he said, should be off limits to legal U.S. citizen children of undocumented immigrants.

This is the dangerous part, as written now HB 28 is an outrageous piece of legislation and it will get people up in arms. If he removes those bits from it, it is still an outrageous piece of legislation but I can see that people wouldn’t be as angry or feel as much of a need to call or write their own representatives. Make no mistake with or without the education and health provisions of this bill it is still a racist, oppressive piece of legislation.

Oddly enough Leo Berman lists his 3 top priorities for this upcoming legislative session on project votesmart.

Project Vote Smart - Representative Berman - Issue Positions (NPAT):

Please explain in a total of 75 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.
1. Secure the Texas - Mexico border - (using federal and state dollars)
2. Increase criminal penalties against employers who knowingly hire illegal aliens.
3. Administrative consolidation of independent school districts. (Savings = hundreds of millions in Public School Funding).

I have read every bill he has authored and nothing he is offering lends itself to his top 2 priorities. The bills he has authored are anti-latino and anti-citizen but do nothing to “secure the borders” or even touch businesses that hire undocumented workers.
There are almost 23 million people in Texas and 34.6 percent of them are of hispanic or latino descent. The republicans swept our state this year do you think they will next time with legislation like this?

Get involved!

Write to Leo Berman and tell him what you think of HB 28 and HB 29.

Find your representative and tell him/her to vote no.

Tell the texas house and senate members that we are not a racist state and we will not put up with oppression of any kind.

  1. My reply is this. Do you are have you read the federal governments original policy on immigration? I applaud Rep. Berman for taking a stand on this issue and no, it is not racist. My grandparents had to wait to get into this country legally along with countless others. I will certainly e-mail my representatives and congressman telling them to vote in favor of his bill. What are they afraid of? Also, why are they (the illegal immigrants) wanting food stamps and public housing if they are, as so many contend, supporting this country by their financial contributions. The people I know who are for this bill are not racists and to try to smear someones opinions with that name tag just won’t float.

  2. So you really, truly believe in your heart that HB 29 (charging an 8% surcharge on all monies going to Mexico, and other latin american countries but not any other country) isn’t racially motivated?

To be blunt, I didn’t smear anyone’s opinion with a name tag, I called a bill racist and oppressive, which it is. I find it funny that your particular cause loves to play with emotional language like calling immigrants “aliens” and US citizens “anchor babies” but heaven forbid I call a bill what it is.

My name is A.C, student in the University of Houston –Downtown, The reason I write is because I read in an article called “Propone graver remesas de indocumentados by Oliva Blanco Mullins, in La Voz de Houston. This talks about taxes on the amount of money undocumented society sends to their countries of origin.
I just wanted to know more information on proposition HB29,
What would be the tax rate on the dollar?
Why would the only who be affected by this tax be undocumented?
I understand that health care for the undocumented society is perceived as a burden to the citizens, but it is a government issue. The undocumented person does not willingly remain undocumented but that the way things are.
In addition, you said that the illegal immigrants use hospital as much as they can because they know they do not have to pay. I know that you said that based on the research conducted lonestar foundation, but those are just numbers (Financial Statements). Correct me if I’m wrong but does that research give the statistical data of the top reasons why the undocumented society get admitted to the hospital?
What the age range of the people who attend the hospitals and leave unpaid bills?
Whom are they giving these undeserved medical benefits to, children who attend school, to mostly undocumented workers, or to the elderly?
In addition, do they go in for just a cold or the flue or what is the severity of their problems?
Like I said to my understanding the research does not include anything like this is just data and numbers acquired from the accounting department but if I am wrong please inform I would not like to keep being ignorant in such important issue.
How will this proposition affect the community, regardless if it going to affect the money sending businesses how else will this affect our communities?
How will this benefit the undocumented society?
In the article it mentions that the money impose will be to finance the medical service, which to me as a reader is telling me that if this proposition passes the undocumented community will have access to health care , since they “now they contribute”.

Thank you for taking the time to read this email I hope to hear from you soon that way I can be more knowledgeable on the proposition and educate my society.
    His reply

The numbers are in the bill. The tax rate is 8%. Why only undocumented or illegal aliens, because they are using our hospitals and paying nothing. The money collected from HB29 is earmarked directly to indigent health care in hospitals and in counties that provide health care. Illegal aliens are receiving more benefits than most of my middle class citizens. The birth rates in the public hospitals in Dallas, Fort Worth and Houston, are 70%, 75% and 70%, of illegal aliens respectively. Why should the illegal aliens benefit when they are violating the law of the US? My mailing is running 50-1 in support of this bill and House Bill 28.

  4. Hi A.C.,
I think your next question should be what kind of filters he has on his mail if he is getting mail 50-1 for hb28 and hb29. Kidding. The comptroller put out a report just a month or so ago saying that the state of Texas brings in $1.58 billion a year from undocumented immigrants and they use $1.16 billion in services. So where is this perceived shortfall
Representative Berman is talking about? I don’t think you will find a real answer from him since he has no problems making up statistics
because they suit him. I am glad you took the time to tell us about your exchange with him.
