Vote to adopt a substitute amendment that lowers student loan interest rates, provides grants to African-American and Hispanic students and a number of other provisions.

-Reduces the fixed rate of student loan interest from 6.8 percent to 3.4 percent (sec.

-$59 million in grants to expand and improve graduate degree opportunities for Hispanics and low-income students (sec. thirteen)
-$25 million in grants to assist “predominatly, black institutions “ to expand an encourage further education opportunities for low and middle-income African-American students (sec. 5)
By voting against the amendment, he also ensured increased profitability of student loan lenders.
However, he can be counted on to vote for higher education programs if it benefits his district directly or something that he has benefited from personally.
Henry has fought to strengthen Hispanic-Serving Institutions by increasing their funding from $12 million in 1995 to $94 million in 2006. He has also helped to increase funding for the TRIO program to record levels. As a product of the TRIO program, Henry knows first-hand the benefits of this tremendous program. Henry is proud that this year he fought to secure over $828 million for the TRIO program so countless students can have the opportunity to achieve their dreams.
We all know that it’s okay to spend federal money if it’s for our district.
